The main reason for the damage to DTs is overloading and using crude heating gadgets,” the official said. He said,“Most of the DTs were getting damaged in rural areas wherein most of the consumers are unmetered.” About the damage cost of DTs, the official said,“On an average, the majority of the damaged DTs cost from Rs 2 Lakh to Rs 2.5 Lakh.” In the meantime, KPDCL in a statement said that in the month of November at least 1043 DTs were damaged and 1035 were restored simultaneously. Chief Engineer (Distribution) of KPDCL, Aaquib Waheed Deva in a statement advised the consumers to adjust their heating load at the time of resumption of power supply after curtailment hours. “Snapping of power within 15 or 20 minutes is primarily due to simultaneously powering on all heating gadgets,” she said. The Chief Engineer assured that if the heating load is judiciously synchronized within the sanctioned load of consumers, unscheduled power outages will disappear. The resurfaced video zeroes in on the alleged sexual abuse of the live turkeys. The caption on the video states, “Do you know what happened to your Butterball turkey before they were killed?” However, PETA did not specify that the content was from 18 years ago. Still, a majority of the comments encourage people to boycott Butterball ahead of the Thanksgiving holiday. Videos of other people on social media discussing PETA’s post have sparked confusion that there is a recall associated with it, but there are currently no active recalls for Butterball turkeys. Means is among a cadre of health business leaders and nonmainstream doctors who are influencing President Donald Trump’s focus on health policy. It’s also giving newfound momentum to “Make America Healthy Again,” or MAHA, a controversial movement that challenges prevailing thinking on public health and chronic disease. Its followers couch their ideals in phrases like “health freedom” and “true health.” Their stated causes are as diverse as revamping certain agricultural subsidies, firing National Institutes of Health employees, rethinking childhood vaccination schedules, and banning marketing of ultra-processed foods to children on TV. Public health leaders say the emerging Trump administration’s interest in elevating the sometimes unorthodox concepts could be catastrophic, eroding decades of scientific progress while spurring a rise in preventable disease. They worry the administration’s support could weaken trust in public health agencies. Georges Benjamin, executive director of the American Public Health Association, said he welcomes broad intellectual scientific discussion but is concerned that Trump will parrot untested and unproven public health ideas he hears as if they are fact. Experience has shown that people with unproven ideas will have his ear and his “very large bully pulpit,” he said. “Because he’s president, people will believe he won’t say things that aren’t true. This president, he will.” But those in the MAHA camp have a very different take. They say they have been maligned as dangerous for questioning the status quo. The election has given them an enormous opportunity to shape politics and policies, and they say they won’t undermine public health. Instead, they say, they will restore trust in federal health agencies that lost public support during the pandemic. “It may be a brilliant strategy by the right,” said Peter McCullough, a cardiologist who has come under fire for saying COVID-19 vaccines are unsafe. He was describing some of the election-season messaging that mainstreamed their perspectives. “The right was saying we care about medical and environmental issues. The left was pursuing abortion rights and a negative campaign on Trump. But everyone should care about health. Health should be apolitical.” The movement is largely anti-regulatory and anti-big government, whether concerning raw milk or drug approvals, although implementing changes would require more regulation. Many of its concepts cross over to include ideas that have also been championed by some on the far left. Robert F. Kennedy Jr., an anti-vaccine activist Trump has nominated to run the Department of Health and Human Services, has called for firing hundreds of people at the National Institutes of Health, removing fluoride from water, boosting federal support for psychedelic therapy, and loosening restrictions on raw milk, consumption of which can expose consumers to foodborne illness. Its sale has prompted federal raids on farms for not complying with food safety regulations. Means has called for top-down changes at the U.S. Department of Agriculture, which he says has been co-opted by the food industry. Though he himself is not trained in science or medicine, he has said people had almost no chance of dying of COVID-19 if they were “metabolically healthy,” referring to eating, sleeping, exercise and stress management habits, and has said that about 85 percent of deaths and health care costs in the U.S. are tied to preventable foodborne metabolic conditions. A co-founder of Truemed, a company that helps consumers use pretax savings and reimbursement programs on supplements, sleep aids, and exercise equipment, Means says he has had conversations behind closed doors with dozens of members of Congress. He said he also helped bring RFK Jr. and Trump together. RFK Jr. endorsed Trump in August after ending his independent presidential campaign. “I had this vision for a year, actually. It sounds very woo-woo, but I was in a sweat tent with him in Austin at a campaign event six months before, and I just had this strong vision of him standing with Trump,” Means said recently on the Joe Rogan Experience podcast. The former self-described never-Trumper said that, after Trump’s first assassination attempt, he felt it was a powerful moment. Means called RFK Jr. and worked with conservative political commentator Tucker Carlson to connect him to the former president. Trump and RFK Jr. then had weeks of conversations about topics such as child obesity and causes of infertility, Means said. “I really felt, and he felt, like this could be a realignment of American politics,” Means said. He is joined in the effort by his sister, Casey Means, a Stanford University-trained doctor and co-author with her brother of “Good Energy,” a book about improving metabolic health. The duo has blamed Big Pharma and the agriculture industry for increasing rates of obesity, depression and chronic health conditions in the country. They have also raised questions about vaccines. “Yeah, I bet that one vaccine probably isn’t causing autism, but what about the 20 that they are getting before 18 months,” Casey Means said in the Joe Rogan podcast episode with her brother. The movement, which challenges what its adherents call “the cult of science,” gained significant traction during the pandemic, fueled by a backlash against vaccine and mask mandates that flourished during the Biden administration. Many of its supporters say they gained followers who believed they had been misled on the effectiveness of COVID-19 vaccines. In July 2022, Deborah Birx, COVID-19 response coordinator in Trump’s first administration, said on Fox News that “we overplayed the vaccines,” although she noted that they do work. Anthony Fauci, who advised Trump during the pandemic, in December 2020 called the vaccines a game changer that could diminish COVID-19 the way the polio vaccine did for that disease. Eventually, though, it became evident that the shots don’t necessarily prevent transmission and the effectiveness of the booster wanes with time, which some conservatives say led to disillusionment that has driven interest in the health freedom movement. Federal health officials say the rollout of the COVID vaccine was a turning point in the pandemic and that the shots lessen the severity of the disease by teaching the immune system to recognize and fight the virus that causes it. Postelection, some Trump allies such as Elon Musk have called for Fauci to be prosecuted. Fauci declined to comment. Joe Grogan, a former director of the White House’s Domestic Policy Council and assistant to Trump, said conservatives have been trying to articulate why government control of health care is troublesome. “Two things have happened. The government went totally overboard and lied about many things during COVID and showed no compassion about people’s needs outside of COVID,” he said. “RFK Jr. came along and articulated very simply that government control of health care can’t be trusted, and we’re spending money, and it isn’t making anyone healthier. In some instances, it may be making people sicker.” The MAHA movement capitalizes on many of the nonconventional health concepts that have been darlings of the left, such as promoting organic foods and food as medicine. But in an environment of polarized politics, the growing prominence of leaders who challenge what they call the cult of science could lead to more public confusion and division, some health analysts say. Jeffrey Singer, a surgeon and senior fellow at the Cato Institute, a libertarian public policy research group, said in a statement that he agrees with RFK Jr.’s focus on reevaluating the public health system. But he said it comes with risks. “I am concerned that many of RFK Jr.’s claims about vaccine safety, environmental toxins and food additives lack evidence, have stoked public fears and contributed to a decline in childhood vaccination rates,” he said. (ITV1) | itv.com Say Nothing ( Disney+ ) The Listeners (BBC One) | iPlayer If there’s one thing the world doesn’t need right now it’s another addition to the oversaturated fantasy genre, but maybe Sky Atlantic’s new six-parter Dune: Prophecy offers something a little different? That’s not to claim that I was bouncing on the sofa with anticipation. Developed by Diane Ademu-John and Alison Schapker, the show is a prequel to Denis Villeneuve’s 2021 film (a remake of David Lynch’s 1984 original), which I found rather dull: two-and-a half-hours of sand, CGI and boyband brooding from Timothée Chalamet’s Paul Atreides. The new series is set 10,000 years before Atreides shows up on Arrakis, and as per with such ventures, the premise is laboriously set out at the beginning, as if we’ve all failed our fantasy studies GCSE and must now suffer on a sci-fi cramming course. A prologue tells us how thinking machines have been vanquished, technology banned. From there, we meet a sisterhood of Truthsayers – women in billowing black robes who root out liars and whisper advice into powerful ears, like alt-reality spads. The sisters are trained and led by morally dubious Valya (Emily Watson), who works alongside her sister Tula (Olivia Williams), and together... Hey, hang on... At what point was permission granted for two older female actors to lead a TV fantasy franchise? It feels like a minor feminist miracle. Valya and Tula are in control of baby breeding for better leaders (think a non-evil, female-friendly Gilead), but a bearded stranger, Desmond Hart (Travis Femmel), has shown up, able to burn people alive with mind power, and the weak emperor (a dazed-seeming Mark Strong) is in his thrall. Elsewhere, there’s routine fantasy silliness: for instance (spoiler alert), it is breathlessly revealed that Hart acquired his powers by being ingested by a giant sandworm. Still, Dune: Prophecy feels a lot more thoughtful and inventive than most fantasy fare, and with women placed at the centre. Looking ahead, Valya and Tula can still be found quietly but grittily scheming and plotting, alone and together, like a sandier House of Cards . It’s worth a look. Over to the Australian jungle for the opener of the new series of I’m a Celebrity... Get Me Out of Here! (ITV1), presented by Ant and Dec. This time, thankfully, with no ( Hammer House of Horror tone) “divisive political figures”. No former health secretary Matt Hancock trying to nice-bloke away breaking his own lockdown rules. No Nigel Farage, populist man of the sheeple, gloating about his giant fee, hilariously unaware he’s tanked 2023’s launch viewing figures by 2 million. Instead, it’s back to the classic IAC ragbag of celebs, including record £1.5m signing Coleen Rooney, wife of former England footballer Wayne (“It’ll be nice for Coleen to do a trial that doesn’t involve Rebekah Vardy,” quipped Dec), former Strictly Come Dancing pro Oti Mabuse and McFly’s Danny Jones. At this early stage everyone is being warm and supportive, which is wonderful and uplifting but needs to stop. There’s not nearly enough starvation-induced diva griping and sniping for my black-hearted tastes. Give them time. Disney+ drama Say Nothing , created by Joshua Zetumer, is nine episodes long and still feels as if it needs more space for the huge task it sets itself. Based on the bestselling 2018 book by Patrick Radden Keefe, it spans decades of the Troubles in Northern Ireland, from the 1970s onwards. Set mainly in Belfast, the story focuses on real-life IRA operatives the Price sisters – Dolours (portrayed over the years by Lola Petticrew, then Maxine Peake) and Marian (Hazel Doupe/Helen Behan) – and Brendan Hughes (Anthony Boyle/Tom Vaughan-Lawlor). It also features Gerry Adams (Josh Finan/Michael Colgan), who was Sinn Féin president from 1983 until 2018, though each episode ends with firm legal disclaimers stating Adams’s consistent denial of involvement with the IRA. Elsewhere, Say Nothing deals with the “disappeared”, including the appalling case of widowed mother of 10 Jean McConville (Judith Roddy), abducted and killed by the IRA for allegedly being an informant to the British army, although it was never proven that she was. In many ways this is an astonishing work, with striking performances all round, and the radicalisation of the Prices is skilfully conveyed. One harrowing episode covers their 1973 bombing of the Old Bailey in London, which injured and maimed more than 200 people, and the sisters’ subsequent imprisonment and hunger strike. Ultimately, though, Say Nothing struggles to control myriad threads: eras are linked by Peake’s older Dolours, and, later, Vaughan-Lawlor’s Hughes giving interviews to Boston College, Massachusetts’ oral history Belfast Project . There’s also a highly problematic rock’n’roll-style excitement to early IRA manoeuvres, though this is addressed as the series progresses, and, for some characters, doubt and conscience seep in. What emerges is a disordered, skewed account, but a powerful one. It’s hard to know where you are with new four-part BBC One drama The Listeners – and that’s both its biggest fault and its greatest selling point. Adapted from his own left-field novel by Canadian author and playwright Jordan Tannahill , it follows teacher Claire (a vivid performance from Rebecca Hall) as she struggles to cope with an omnipresent rumbling hum only she can hear – to the increasing alarm and exasperation of her husband and daughter (played by Prasanna Puwanarajah and Mia Tharia respectively). Directed by Janicza Bravo ( Zola ), the story has a chilly, stubbornly conceptual feel as Claire keeps gaining and losing your sympathy. Surely a teacher would know it was inappropriate to meet alone with a teenage pupil (a credibly off-kilter Ollie West) who also hears the hum? They join a group of fellow listeners, led by a risibly creepy, blissed-out couple. As Claire’s life unravels, themes jostle: conspiracy theories; alternative facts; cults; condescension to women (Claire’s hum is initially branded a menopausal symptom); quasi-religious fervour and rapture, but also rising dread. Those who came into contact with her throughout her remarkable life know that she did both. Nelson-Stevens died Friday night, surrounded by family and friends. Plans to celebrate her life will be announced soon. As online tributes pour in, it is apparent that Nelson-Stevens was a force of nature. For the many years that I knew her, Nelson-Stevens needed a wheelchair to get around. She was a fighter, who used the chair as a tool as she worked to improve the lives of those who were dealing with a rough hand. She came to her social services work after studying biology and business at Wisconsin's Northland College. She landed jobs as a regional manager at Pepsi, and as executive director of the Children’s Museum of Eastern Oregon. Nelson-Stevens is known locally as the former director of administration at Shreveport’s Providence House for homeless women and families, as the Chief Operating Officer for the United Way of Northwest Louisiana, and most recently as the director of workforce development at Goodwill Industries of North Louisiana, Inc. Yes, both Musk and Ramaswamy have put their careers on the line to make a political stand, and Musk in particular has put on Republicans to reject a to keep the government open. However, the fact that DOGE’s acronym itself is a — so seldom a good sign when Elon is involved, it must be noted — makes one wonder whether this is just another way for Republicans to make empty promises to slash big government while sustaining it through compromises and backsliding. So far, spending on federal Diversity, Equity and Inclusion policies are prime targets for Musk and Ramaswamy, and a recent report shows just how widespread federal DEI spending has become. The report from Do No Harm shows 500 ways the Biden-Harris administration “infused DEI into the federal government.” Those examples include federal agencies starting dozens of equity training programs, doling out federal contracts and jobs based on race and gender, and teaching Americans more about their country’s racism, both past and present. The DEI explosion took off after Biden issued executive orders on his first day in office as well as another in June of 2021. The first executive order “established that affirmatively advancing equity, civil rights, racial justice, and equal opportunity is the responsibility of the whole of our Government.” The second order established “that it is the policy of my Administration to cultivate a workforce that draws from the full diversity of the Nation.” Biden also issued other executive orders, including around gender and sexuality, to the same effect his first year in office. Hannah is one of thousands of children across Scotland who have been regularly missing school. Some are absent for days, others for years. Twelve-year-old Hannah missed most of her primary school education. Right from her first day she barely spoke and would get very upset, so the school would phone her mum daily to ask her to pick her up. By the time she got to primary four she refused to go altogether. She would take off her uniform, cry and scream. Psychologists say the rise in the number of children absent from school is not about bunking off but because many are too anxious to step through the school gates. And since Covid the numbers just keep rising. The latest figures from the Scottish government, to be published on Tuesday, are expected to continue that trend. Hannah's mum Ashly says her daughter, who is autistic, struggled with the noise and busyness of the school environment. "Obviously she didn't feel safe in school," Hannah says. "She didn't feel comfortable. I tried everything to get her to school." Then almost two years ago they started working with a project from the charity Quarriers called Reach, which involves a trained member of staff going to their home in Glasgow to help increase their confidence. "For the first six weeks she wouldn't even speak to her," Ashly says. The support worker began by going to the primary school with Hannah for an hour a day and sitting with her in a quiet room doing crafts and games. Over last summer, before Hannah started at secondary, she and her worker spent days in the school baking cakes and having fun. After almost two years, Hannah's worker has gradually got her to a point where she is attending her S1 secondary school class most days. Ashly told the BBC: "Even getting Hannah to school without crying and being upset was a big thing and now she gets herself ready and gets herself organised for school so that is a big difference." The latest statistics from Glasgow City Council show that every year for the past five years, school absence has increased. The council is now working on a campaign to encourage parents in particular to remember the importance of attending. A report by Reform Scotland last year found that 200,000 children in Scotland are missing more than one day a fortnight. And almost 80,000 pupils miss at least one day a week - with attendance of less than 80%. Official figures released earlier this year suggested that 22.3% of pupils in England were persistently absent in the 2022-23 academic year - roughly double pre-pandemic levels. The lead educational psychologist for Glasgow, Barry Syme, told the BBC that absence is not generally about kids skipping school. "I think the days of children just bunking off is a very simple way of looking at it," he said. "We've seen a significant increase in the number of young people with mental health concerns, particularly anxiety and stress. "That was still an issue pre-pandemic but certainly the pandemic has not helped in any way with that." Mr Syme said there had been an increase in the number of young people identified with neurodiversity and the associated challenges of the school environment such as noise and large numbers of people. He also said that children were picking up on the pressures felt by their parents, such as cost of living issues. Colin Simpson, who runs the Quarriers service, said they had seen huge benefits from offering one-to-one support to families. In the first two years, the project worked with about 200 children but there are another 400 still waiting. "There's a huge waiting list for this service because there's an awful lot of young people across the city of Glasgow and beyond who have chronic non-attendance challenges and they all deserve that kind of support," he said. "But it takes time to give a child the support that they need. "And it takes a lot of effort and energy and a really, really well established relationship." Professor Edward Sosu of the University of Strathclyde said the fall in average attendance was a serious concern and that Scotland needed to tackle the problem. He said a rise in poverty, mental health problems and additional support needs were the major reasons for the increase in absences. And he said that regardless of social class or background, it was almost impossible to make up for the lost time in school. His research looked at people who were aged between 34 and 42, and the impact their school attendance rates had on their outcomes. "What we found is that missing an average of just 10 days aged 10 was linked to not having any qualifications age 42 or not being in employment. So missing that small amount of school in that time had a negative impact," he said. "This was irrespective of their socioeconomic background, irrespective of cognitive outcomes, irrespective of all the background characteristics. "Our assumption originally was that those from middle class backgrounds will be able to help their children catch up - but what we found is that irrespective of your background, absences have a negative impact on your educational achievement."

However, the JMM-led coalition government seems to have strategically navigated its crises and pushed a number of welfare schemes to win over voters and secure a comfortable majority. Here are eight factors that stood out on the ground. 1. Soren’s imprisonment was an affront to Adivasi pride Chief Minister Hemant Soren was imprisoned in January on charges that he had fraudulently acquired land and got bail only five months later. The party soon made the matter a poll issue . It presented the Adivasi chief minister’s imprisonment as an affront to the pride of the Adivasis, who form 26.21% of the state’s population and are a significant vote bank for the JMM. Political analysts believe this is also what led the BJP to lose all five seats reserved for Scheduled Tribes in the Lok Sabha elections earlier this year. (The state has a total of 14 Lok Sabha seats.) 2. Direct Benefit Transfer scheme for women The JMM-led government focused heavily on a number of welfare schemes. Its flagship scheme was the Maiya Samman Yojana, launched in August. It gives Rs 1,000 per month to women between the ages of 21 and 50. In October, to counter this scheme, the BJP had announced that it would launch the Gogo Didi scheme if it came to power, and promised Rs 2,100 to all women in the state. The JMM was quick to counter this move and pledged to raise the amount to Rs 2,500 from December if it returned to power. 3. Improvement of pension scheme In 2019, the JMM-led government introduced reforms to the Central government’s pension scheme, the National Social Assistance Programme, which had been underfunded for years. The Centre’s pension amounts ranged between Rs 200 and Rs 500 for three categories – old age pension, widow pension and disability pension. The Jharkhand government increased this amount to a uniform Rs 1,000, and created five categories of pension schemes – old age pension, Particularly Vulnerable Tribal Group pension, destitute women pension, HIV-AIDS patient pension and disability pension. It also expanded the scheme’s reach from 6 lakh people in 2019 to 40 lakh people by 2024. 4. Electricity bills waiver Another welfare policy that won the approval of voters, especially the rural poor, was the state government’s decision to waive electricity bills for low-income consumers who do not pay income tax. In August, the state government decided to waive bills amounting to Rs 3,584 crore for around 39.44 lakh consumers who are enrolled in its 200-unit free electricity scheme . 5. State housing scheme Despite the existence of the Central government’s Pradhan Mantri Awas Yojana to provide subsidised housing for low-income citizens, around 8 lakh eligible beneficiaries in the state did not avail of the scheme . In October 2023, the JMM-led government launched the Abua Awas Yojna to reach these residents. While the Central government scheme pays up to Rs 1.5 lakh for the construction of a two-room house with a kitchen, the Jharkhand government’s scheme provides Rs 2 lakh for a three-room house with a kitchen. 6. No clear BJP CM face Political analysts note that while senior BJP leaders, including Prime Minister Narendra Modi and Home Minister Amit Shah, campaigned for the party in the state, there was a lack of clarity about who would occupy the chief minister’s post if the party won. One contender was former chief minister Babulal Marandi, the BJP’s state president. Another was former chief minister Champai Soren, who defected from the JMM earlier this year. Both these leaders are Adivasi, and thus declaring either as the chief ministerial candidate would have been in line with the state’s broad history – six of its seven chief ministers have been Adivasi. He has just done so, as the organizer of the 3rd Workshop: Biogas, Water and Sanitation Movements or Networks, held within the 2024 Cubasolar International Workshop , held between November 19 and 21 at Quinta de los Molinos. The scientific event had 160 participants from all Cuban provinces and speakers from Brazil, Guatemala, Spain and Colombia. The poor national media coverage is striking, right in the middle of an energy crisis that forces us to urgently look at the RES, a field in which Cubasolar has worked for 30 years. The workshop organized by Dr. Guardado Chacón was divided into three panels, which showed successful experiences of the Biogas Users Movement (MUB), both individual and in communities and pork production entities, according to the event’s rapporteur . The chapter dedicated to biogas concludes by stating that, “taking into account the potential for biogas production and the structure of electricity and fuel consumption, it has been found more reasonable to consider that biogas be used for electricity production rather than for replacing fuels in furnaces and boilers.” Likewise, the analysis of the potential impact that can be achieved by using biogas for power generation, confirmed the researchers, “allows us to see that 44% of the electricity consumed by the three sectors included in this report can be generated. The power generation potential in AZCUBA is 34% of its total consumption; in the agricultural and forestry sector it is 117% and in the food industry 6.5%.” In other words, three sectors that consume a lot of electricity in Cuba have the energy potential to be self-sufficient in their own backyards — or at least to reduce their dependence on the National Electric Power System — and, nevertheless, the experiences of its application can be counted on one hand. All this even though the Policy for the prospective development of renewable sources and the efficient use of Energy 2014-2030 , approved a decade ago, proposes in its Strategic Objective (SO) 6: “maximize the use of renewable energy sources with a circular economy approach to contribute to food security, sustainability and sovereignty and the reduction of the environmental footprint of the agro-industrial and food production sector”; and in SO 7: “maximize the energy contributions of the agro-industrial and forestry sector.” Even so, the practical and validated examples of the use of biogas are concentrated, fundamentally, in the microlocal scenario. This is the case of the El Colorado Porcine Base Business Unit (UEBP) and the surrounding rural community, located in the Cabaiguán municipality, in the province of Sancti Spíritus, where the GEF-UNDP Biomas-Cuba project (of the Swiss Agency for Development and Cooperation) made it possible to build two fixed dome biodigesters (modified Chinese model) in 2020, with 45 m3 and 50 m3 of digestion, respectively. Both biodigesters treat the excrement of 600 pigs (50% of the animal mass of the UEBP). The 90 m3 of biogas produced daily not only supplied the porcine entity but also reached more than 30 homes through a high-density polyethylene network that distributed the biofuel. Electricity consumption automatically decreased by between 30 and 60%, equivalent to 18.3 MWh/year. From an environmental point of view, “the daily consumption of 90 m3 of biogas for cooking made it possible to avoid felling 24 ha/year, avoided the emission of 59.8 t of CO2eq/year, or 1,255 tons of methane, and produced 4 t/year of effluents, which is used as biofertilizers for soil improvement.” An example of biodigesters on another scale is being developed in the Martí municipality, in Matanzas. In April 2023, the IPS agency elaborated on the scope of the local development project with international cooperation (European Union and UNDP) that would put public buses into circulation with biomethane as fuel, while producing electricity and biofertilizers for organic crops, with direct benefit for the 22,000 inhabitants of the municipality and surrounding areas. Although the local press has recently referred to the project, the progress of the investment is not specified, which is expected to be completed this year according to the initial design. But, just as one swallow does not make a summer, isolated good practices in the use of anaerobic biodigestion of waste do not allow for the qualitative and quantitative leap with this technology. JD Vance, previously said he believes that Biden’s appointee as chair of the Federal Trade Commission, Lina Khan, has done a good job with antitrust policy. I disagree. For nearly 40 years, most antitrust scholars sensibly agreed that the government should base its treatment of potential corporate monopolization, mergers and related issues on these actions’ effect on “consumer welfare.” This standard ensures that antitrust is used only to prevent businesses from undermining economic competition, preserving a market that drives prices down and product quality up on behalf of us consumers. Antitrust should not protect businesses (SET ITAL) from (END ITAL) competition. Upon taking control of the FTC, Khan discarded this standard and, along with it, decades of bipartisan agreement. Biden’s Department of Justice and FTC quickly morphed antitrust into a tool for helping the White House achieve political aims that have nothing to do with keeping markets competitive. Consider, for example, how the FTC pursued Elon Musk. A newly released report by the House Judiciary Committee delved into how Khan issued a consent decree against X (then Twitter) for no reason other than that Musk — whose existing business interests were in other industries — was the company’s CEO. Khan “called for an immediate vote” just days after reporters announced the sale, which an FTC insider confirmed was what triggered the attention. The Biden FTC also had no problem targeting companies that challenged its corporate donor base. For example, Khan released an interim report against pharmacy benefit managers, companies that health plans hire to ensure they are receiving drugs at competitive costs. The major drug manufacturers have spent significant sums lobbying the government to challenge PBMs, even though the government’s own research shows these companies save patients (and taxpayers) significant sums. With the consumer welfare standard diminished, the facts didn’t stop Khan from protecting drug companies, which have showered her boss with campaign contributions, from market discipline. The shenanigans led Melissa Holyoak, a Republican FTC commissioner, to publicly dissent. She protested that “the Report was plagued by process irregularities and concerns over substance — or lack thereof — of the original order.” So much so that “the politicized nature of the process appears to have led to the departure of at least one senior leader at the Commission.” If that’s a “good job” in Vance’s view, we should be alarmed. The Biden DOJ hasn’t acted any more responsibly. For example, it sued RealPage, an AI-based software company that helps landlords come to terms with market pricing for their units, for facilitating alleged price-gouging even though it had no evidence. The Wall Street Journal editorial board stated that “it doesn’t require a Ph.D. in economics to understand that ballooning rents are caused by demand exceeding supply” and that “what’s really going on (with this suit) is an attempt to distract voters from frustration over the Biden Administration’s inflationary policies.” More recently, Biden’s DOJ targeted Visa’s debit card business over market share concerns despite the clear consumer benefits created by the company. These include secure, accessible services that millions of Americans rely on. Businesses and consumers have plenty of payment choices, but millions choose Visa for this reason. Rather than respecting those choices, Biden’s DOJ is pursuing its anti-corporate agenda with little regard for consumers’ welfare. Come January, the Trump administration and Republican-controlled Congress must demand a recommitment to the consumer welfare standard. They must institute checks that prevent the DOJ and FTC from waging ideological warfare. Measures to ensure transparency and inter-commission collaboration, such as requiring the FTC to disclose the rationale and goals of its investigations, could also prove helpful. It’s hard to overstate the importance of appointing a better attorney general and FTC chair this time around. Coupled with new oversight measures, it could go far toward restoring fairness, protecting actual competition, and preventing rogue bureaucrats from imposing their will for personal or ideological gain. Most importantly, it would help restore the country’s trust in its governmental institutions. Whether that will come to pass remains to be seen. American businesses and consumers deserve a government that respects the rule of law. By simply refocusing the FTC and antitrust division of the DOJ on their foundational purposes, we can begin a new era of fair and impartial regulation that serves the public good. That’s something we all should be able to get behind. US President-elect Donald Trump is planning to cut federal spending, and one of the methods he may use is impoundment. This little-known presidential power allows the leader to refuse spending funds appropriated by Congress. In line with his recent threat to use recess appointments to bypass Senate approval for his controversial cabinet positions, Trump has a plan to circumvent federal spending as well. If Congress continues to allocate funds to projects, agencies, or departments he opposes, he may use impoundment to withhold those funds. What is impoundment? Impoundment, simply put, occurs when the president declines to spend funds that Congress has appropriated. The practice has a long history in US politics, beginning with President Thomas Jefferson in 1803, who chose not to spend money allocated for gunboats to patrol the Mississippi amid negotiations with France for the Louisiana Purchase. Impoundment became a controversial issue during Richard Nixon's presidency. After his reelection in 1972, Nixon sought to use impoundment to reduce federal spending, halt housing programmes and cut disaster aid. When Congress overrode his veto of the Clean Water Act, he withheld a large portion of the $24 billion allocated to clean municipal sewage systems. These clashes led to the passage of the Impoundment Control Act of 1974, limiting a president's ability to withhold funds for policy reasons. It also led to the creation of the Congressional Budget Office. Even during his first term, Trump attempted impoundment when he withheld military aid to Ukraine in 2019, using it as leverage to press President Volodymyr Zelensky for an investigation into Joe Biden. This eventually led to Trump's first impeachment. Despite the controversy, the funds were released, and the Government Accountability Office ruled Trump's step as illegal. Before his reelection, Trump said that reclaiming the power of impoundment would be a priority for his second term, either through legal challenges or by persuading Congress to relinquish some of its spending power. Ramaswamy, who has been tapped by Trump to lead the "Department of Government Efficiency" (DOGE), advocates for a radical downsizing of the federal government.
